I found a Samsung Galaxy s 3 mini, and would like to find it's owner.

We were able to charge the phone. However there is no sim card and the phone is locked, the ICE no. is set as 911. so now what?

Welcome to the forums. I would turn it into the local police department. Another thought: is there a carrier stamp on the device somewhere? If there is, you can turn it into them.
