I get the message "Call ended" when I dial a particular contact number on Galaxy S5

[AC Question]

The call ended message appears even before I hear the phone ringing. It used to do this on random numbers but corrected if I turned the phone off and then on again. Now it does it to one number only and no matter how many times I restart the phone I get the call ended message immediately. Any help solving this would be much appreciated.
