I couldn't set up my voicemail on my galaxy s3 because I got a busy signal. instead I have installed a tex-mail that doesn't work.

Have you tried calling your carrier to make sure your voicemail is set up correctly on your phone. It could be a system issue.

It could also be that the voicemail number in the phone is wrong. Your carrier's helpdesk can help you fix that too. (VM doesn't call your number, there's another number it calls.)
