Welcome to Android Central! It could be a bad SIM card or a bad SIM slot. Can you try the SIM card on another phone? Are you certain the SIM card is compatible with the phone? That is to say, did you get the phone from somewhere besides the carrier store, and if so, are you sure the phone is compatible with the carrier?

it happened to me once. I cleaned the contact points on the sim card and the phone, re-installed the sim and booted the phone. It worked ever since. I guess I was not supposed to do that, but my phone was not working, so I did it anyway.
