Sounds like the phone has water damage - try putting it in a bag of rice for a few days - the rice will draw out any moisture left in the phone. That might work. Failing that you should see about getting it repaired. The battery might just be the issue and replacing them is easy enough :)

To properly clean out the ice cream you will need to completely disassemble the device and clean everything with rubbing alcohol. Even then, there's no guarantee that it'll ever work right again. I'd start looking at new phones, I'm not certain you'll ever get that one working right again, and even if you do it won't be any time soon.

The issue with "liquid damage" isn't the liquid itself most times, it's the minerals and other "stuff" in it. If you were to accidentally spill distilled water on the phone, once it dries out it could very well work perfectly. Once you introduce minerals and other stuff like sugar, chocolate, or whatever else may be in that ice cream you start getting build up on the contacts and connections inside the device so even once it's dried out you can get shorts.
