I have 3 more contacts on google on PC than I have on the phone

[AC Question]

I have 3 more contacts listed on my google contacts on a PC than are showing on my Android (Samsung Galaxy s7).
On the Galaxy I've gone to Settings > Accounts > Google and turned "Sync Contacts" off and back on, and it says it has sync'd, but the three are still missing.
How do I get it to add them?

Welcome to Android Central! Did you enter those contacts in yourself, or could they be Google+ profiles?
