I have a different phone, both BOOST compatible. I cant transfer service without knowing previous.

Stays in select wifi. When i tried to transfer my service to this phone, both phones are BOOST compatible, using a brand new sim card, it goes to Google account asking for email address and password. It wont open with mine, must be previous owners, and i have no clue who that is. Do I have to be in a Wifi area to fix?
