I have a Samsung Galaxy Note II, is the Plantronics Voyager Legend Bluetooth Headset compatible?

I don't see why it wouldn't. For the most part, bluetooth is backward-compatible with the least-capable device determining the abilities of the connection.

However, I see that the Note II supported Bluetooth 4.0, and I know the headset works with that technology as I've used that exact headset with several devices as far back as a 2013 Moto X.

Bluetooth capabilities are set forth by an industry group, there should be no compatibility issues.
