I have an Android phone and in my conversation settings..i think- im comfused about the icons.

if I click on those three dots on the right hand upper corner a list pops up about my text messages and at the bottom there is the outline of a bell and the outline of a thumbtack what do they do and what do they mean??? And would that have anything to do with WHY I never here the text notification unless I minimize the conversation and go do something else and sometimes even then I don't get a notification

The bell is probably a toggle to mute the conversation (so that when you get a reply in that conversation, you won't get a notification). The thumbtack is a toggle to "pin" the conversation at the top of your list, so that it's more easily accessible when you open your Messages app.

Most stock messaging apps will not give you a notification if you have the app open to that conversation. You'd need to use a 3rd party app like Textra.
