I have the Galaxy S8 Plus and when trying to send a photo to my friend who has same phone it is all

When sending a photo to friend with same phone Galaxy S8 Plus he cannot see picture as it is blurry? This only happens when sending to him.

Welcome to Android Central! How are you sending the photo -- via text (MMS)? Are you certain you're sending the fullsize photo, and not a thumbnail?
