How can I get my phone to 4g, the place that usually lets you choose isn't there. I bought it from AT&T.

Welcome to Android Central! What's the exact model number? Did you get it directly from your carrier, or from Motorola, or somewhere else?

Whoops, sorry I missed your mention in the original post that you bought it from AT&T.

In the system settings, search for Preferred Network Type. What's that set to?

How's the AT&T signal in your area? If it's poor, that might be why the phone is dropping down to 3G.

The network is set to 3g, however there is no way to change that. And my friends that also have motorolas and AT&T get 4g LTE and it works good for them.

Do you mean you don't even see an option for 4G LTE in Preferred Network Type? Or it's there but greyed out?

This isn't a dual SIM phone, right? (I wouldn't think so, since you got it direct from AT&T). If so, the 2nd SIM doesn't support 4G.

Try using AT&T's APN settings (see link below) to create a new APN entry on your phone and see if that makes any difference.

Pay attention to the spelling and punctuation and duplicate the settings exactly, and don't add space characters. (i.e. no space after a comma). And when you select the new APN entry you just created, be sure to restart your phone so it gets loaded during the boot up process. (switching APN isn't done by just picking a different one, you need to reboot.) Then see if there's a 4G/LTE option visible.
If this doesn't work out, you should contact AT&T and see if they will send you a new SIM card or have some insight to your problem. Your Moto G7 Play is a capable phone that includes support to 4G/LTE..

It isn't the APN, and I have contacted AT&T and none of their methods or solutions have worked out.

There is n't an option to even select a preferred network, that button just doesn't exist, and you're correct it is not dual sim.
