I had to change my Boost Mobile number and when I did I'm getting a message saying that my SIM card is locked and I cannot make outgoing calls or send text messages what do I do
Bring the phone into Boost. They have to either use the PUK to unlock it (depending on exactly what you mean by locked) or reprovision your account.
This is assuming that you're still on Boost. If you changed carriers, the phone may be SIM-locked and you'd have to get Boost to unlock the phone - see this page.
