I keep getting this annoying EULA agreement screen , how do I get rid off it? My phone is a note 3

That depends on whether you're getting it when running an app (uninstall it and reinstall it from the Play Store) or from the Android system itself (in which case, if it just started happening after an update, bring the phone to your carrier).
