Hello! It doesn't hurt to have your phone on while charging it.

There is no harm to be done. Only benefit you will see with a device turned off would be a slightly faster charging speed.

Run Ampere while it's charging. As long as it doesn't show discharging, you're okay. (If the phone is drawing so much current that the charger isn't supplying enough to run the phone, the battery won't be charging - but that's almost never the case.)
