If I'm on Nougat Beta, and do a Factory Data Reset, will it go back to before Nougat Beta?

if that fails, which factory image is correct for a Nexus 6 with Project Fi of all the 6.0.1's?

You will stay on Beta if you factory reset.

MOB31E is the current version. I think, unless you don't unenroll from the beta program, you will be offered the beta again. Well, unless you flashed to the beta yourself.
 
The easiest way to get back to 6.0 from the beta is to just remove your devise from the beta program (can be done at the same place where you enrolled your device)
You will then get an OTA update that takes you back to 6.0. No need to flash the image manually.

Just note that this will wipe your phone (unlike regular OTAs)
 
OTA updates wipe every thing? So when the Nougat release comes through even it will wipe my phone?
No - a regular OTA does not wipe your phone. But if/when you un-enroll from the beta program, and they send you the special OTA back to marshmallow, it will wipe your phone.
