wiped my internal memory on my nexus 6 ! how can I manually activate the debugging on my phone

accidentally wiped the internal memory ..I have downloaded all the files which are needed for the stock... But I cant enable the debug because my phone is stuck at the start and yeah My phone is Rooted ..help!

You have to reflash the system, and possibly the recovery. (Evidently the download partition is intact or you couldn't have download anything to the phone.) Recovery, download and system are 3 different operating systems - it's like a PC with Windows, MacOS and Linux all installed. You don't have an OS in the system partition, so when you boot to that partition you can't enable anything - there's nothing there.
