I would like to know why every time I try to read something or go on any of my apps the tool bar

My tool bar go's up and down every second covering the screen. I can't read any thing or use any other apps because it keeps blocking me. Is something installed wrong

Welcome to Android Central! Are you referring to the notification panel? There isn't anything that's typically called a "tool bar" on Android.

If you have a screen protector on, try taking it off, since one that doesn't fit well can sometimes lead to phantom touches.
