That's a different part of the system that requires theming and may not be accessible without having root access. What themes are you currently using?

Probably because they aren't actually apps.....at least not like a normal app that performs some sort of function when you open it. Most icon packs just give version and dev info when you tap on the icon.

None right now. I'm not rooted and I'm currently using the iride ui icon pack

That's why you only have theming for certain parts of the UI and not the other. It could be possible that the developer hasn't themed those portions...however, I believe it's probably related to not having root.
