Ics for the optimus t?

Most LG optimus phones have ics why not this one? My s has one and so does the v and even the c has cm7 is this gourmet for the t dead?

It's only for new baseband.
I had a 'V' before inheriting the 'T' from my kid, this phone does not seem to get much love from the developers.
Not really sure why because stock the 'T' stands for terrible.

I'm trying to learn how to develop I would not mind making a rom for this phone but I need some help
I'm running windows 7 starter with the aspire 1 netbook and I refuse to use Linux and if I have too use the sdk I will
I just need some advice on where to get started and I will make a rom in time but I need to know how to develop on a windows 7 starter aspire 1 and I won't run duel boot because the computers not mine if u could help me I would gladly develop for this phone I just need to know where to get started any advice is appreciated I personally have an s but I would love to develop for this phone any advice is appreciated thanks
