Identify International Phone (Verizon)

I am tasked with finding a new Verizon phone for someone in my organization who needs to be sure their phone will work "internationally". I think right now he is using an HTC M8 but now he's ready for something new. I just want to be sure I get him the right phone. But I don't see that as an option anywhere on the spec sheets.

All current Verizon LTE devices are not SIM locked. Any specific country?

There's no phone that will work in all countries. Check the frequencies used by whatever foreign carriers he's going to use Cellular frequencies - Wikipedia, then check which model phone (there are usually 2 or 3 [or more] "international versions) covers the most carriers he's going to need. If he's lucky, one phone might do all the countries he needs, but if not, he'll have to do without data in some countries, or carry more than 1 phone.
