If phone is in Bluetooths length of my smart watch, no extra data usage, right??

Your watch and phone connect via bluetooth. If you use apps on your watch that will require data from the cell network, then you probably will be on your data plan. The connected watch is just an extension of your phone, using whatever network your phone is on. If the phone is on a wifi network then so goes the watch.
