Hard to say. It can depend on how popular the phone is. In order for someone to develop for it, it helps greatly if they have it in hand.
Nexus devices should be able to run on almost any network. Do you have a removable SIM card?

Once again the carriers and OEM's will find a way to make you buy a new phone to get the KitKat update bank on that.
