To decrypt an SD card you need to encryption key that encrypted it. Normally this key is stored in a hidden/protected location on the phone so that only the phone that encrypted it can decrypt it. Was it encrypted using the phone you are trying to decrypt it with?

The encryption key includes some "fingerprinting" of the phone, so it can't be decrypted in another phone, even if you know the encryption key.

(And the encryption methods [different manufacturers use different encryption algorithms] aren't published, so unless someone figures one out by pure brute force, there won't be any "Samsung SD card decrypter" app.)

Welcome to Android Central! Was the card formatted as Internal Storage? If so, it can only be decrypted by the phone that formatted it that way. And if you factory reset that phone, then the encryption key is lost.
