I'm unable to turn off location services on Samsung S6 / Andriod 6.0.1

[AC Question]

I regularly turn on and off location services in order to save battery life. Recently , while turning it on to sync with a FitBit device, the location service button will not turn off (de-select) in quick settings or via Location in Settings. All other quick setting buttons function properly.

I have tried restarting the phone normally and in safe mode.... still no luck. Any ideas??
