IMS Registration issue on Pixel 6

I am testing Pixel 6 on a Private LTE network in a test environment using a test sim (plmn 00101 or 99999), the phone registers to the LTE with Voice domain preference as "IMS PS preferred". The Pixel 6 only registers for data and doesn't send connectivity request for "ims" registration. Please what could be the issue?
