In coming phone calls are coming in through my Hangouts app

I have no idea what I did but incoming phone call now rings through my desktop and phone Hangouts app. So when my phone rings, up pops Hangouts on my PC saying there is an incoming call and on my phone dialer comes up and tells me to click 1 to answer the phone. How do I stop Hangouts from being used to answer phone calls?

That sounds like you're using Google Voice or receiving the call on Google Voice rather than your carrier number.

Yes, I have Google voice mail as well. Is there something I can do to stop Hangouts/Google Voice from being used?

I don't think so if you're using your Google Voice number. You can forward your Google Voice calls to your carrier number and answer calls through the normal phone app, but placing calls you'd still need to initiate the call from the Google apps if you want the person you're calling to see your Google Voice number and not your carrier one.
