Inconsistent call answer options on my Pixel 3

On my Pixel 3 when receiving an incoming a pop-up should appear on screen that should give me the option to answer, decline or screen the call. Sometimes this pop-up is displayed but sometimes it doesn't which can be very frustrating. I would like to see this pop-up consistently displayed on all call so can someone tell me why its displays sometimes and not others? My service is through Verizon.

I moved from the 1st gen Pixel forum to the Pixel 3 forum.

Open your Phone app, tap Menu>Settings>Spam and Call Screen>Call Screen, and show us a screenshot of how it's set up.

Does this happen on lock screen or while phone open?

I notice this mainly when I take the running phone out of my pocket or out of the holster on my belt.

Is it when you're connected to Bluetooth headphones? It states that it won't work if connected that way.

Hi, thanks , can try clear the phone data and then force stop it and see if it clears any glitches with the app.
