Inexpensive Noise Canceling Headphones?

Looking for a pair for my bus commute, preferably under $80-$100. I have tried several pairs of earbuds to no avail, the bus it just so LOUD. I didn't realize there's a difference between noise cancelation and active cancelation, is the first just noise isolation? I was looking at these two pairs but they don't appear to be actively canceling.

Check out Sennheiser HD448. Decent noise cancellation, great sound quality (not for audiophiles, but superb for common use). Not sure you can get them for under $100 though.
