Instagram version 6.22 not working

I attempted to update Instagram several times. The info in the app settings says that I have 6.22 installed, but nothing has actually updated on the app. It looks the same as the older version, and I can't access any of the new features. Uninstalled and reinstalled several times. Restarted phone after second reinstall, and that didn't help. This phone has Android 2.3.4. Ideas?

Welcome to the forums.
I would email the developer and let them know what is going on.
If you go to Instagram on Play, scroll all the way down, there should be a section for contacting the developer. Tap that and you will be pormpted to generate an email.
