On my Razr M when I try downloading any app that's like .99 MB it says Insufficient Storage App or when I try downloading something on the internet it says that I'm out of space and that I should delete some apps. I have 3.15 GB left on my phone and I have a MicroSD Card with 14 GB left on it. Any help?

I would look at the play store app in settings- apps- and clear cache, if that fails then I suggest a cache partition wipe.
Instructions from the Verizon mobile support website:
Performing a wipe cache partition will remove any temporary files that may be causing an issue with the device. All personal files and settings will not be affected by this option.
Power the device off.
Press the Power button then select Power off.
If the device doesn't respond to input, press and hold the Volume Up / Down then press and hold Power button. When the device screen goes blank, release the Power button while continuing to hold Volume Up / Down then proceed with step 3.
Press and hold the Volume Up / Down then press the Power button.
When presented with the Boot Mode Selection Menu, release all buttons.
Press Volume Down to select Recovery then press Volume Up.
From the Droid triage screen:
Press and hold Volume down.
Press and release Volume up.
Release Volume down.
Select wipe cache partition then press the Power button.
Use Volume keys to navigate options.
Select reboot system now then press the Power button.
Use Volume keys to navigate options.

On the next start up press and hold the power and volume up rocker together until the droid with the open chest appears
Hold the volume rocker up and down rocker down together for about 5 to 10 seconds
A menu will appear use the volume rocker down and choose cache partition wipe repeat this 5 times
After the last one choose reboot device.
A cache partion wipe clears any fragments of apps that were left behind from apps that were updated, bits of the program that are no longer needed. I use clean master free from the play store and when I delete an app is tells me that some of the app is left do I want to delete it. It does not harm your settings or any funtion of the phone. As a side note a cache partition should be done at least once a month just as a maintenace to clear out any junk left behind when updating.

It's not a stupid naming by Motorola, that's how a Linux kernel names devices. It starts with 0 and moves upward. The internal would be 0 since it's the internal one, and then anything after that is 1, 2, 3.
Just like the internal ethernet port on a computer would be eth0, and anything external after that is eth1, eth2, eth3, etc. Learn the background before you make the comment. Now, the stupidity may be naming the internal "SDCard" which then I agree.
