Interesting little quirk with screen brightness

Today for whatever reason I was unable to change the screen brightness by pulling down the notification panel and adjusting it accordingly. The phone was not responding to that method I asked Bixby to reduce the screen brightness and she did it right away LOL. I did restart the phone shortly after and it was okay. Has this happened to anyone else?

When I am in direct sun light it wont let me turn the brightness down, it gives me a message that it is needed for optimal viewing or something of the sort xD

I don't ever use the auto brightness I always like to adjust it whenever and normally never have a problem
