IP cam app not working on local network

We are an ISP and one of our cust. is having a problem with his intuition connecting to his cameras. Its weird-he can connect to them via the local address with the WIFI turned OFF and using the verizon network but with WIFI turned ON he cannot access them. I would like to have it so he can access his cams at home and anywhere with WIFI. Any input would be great and appreciated. He has a linksys router.

i downloaded ip webcam from play store on my android Samsung S5 and ever time i go to connect to the internet with my ip # it does not take me to the page it is suppose to like it says it will . what wrong ? why can i connect to my hp lap top and use my phone as a wireless web cam
