Is a custom ROM the samething as a OEM skin?

Are the custom ROM's the same as an OEM skin? What is the difference?
Custom ROMs are the stock OS, in case of the Galaxy Nexus (Android 4.0.x) and they are modified in some way shape or form.... Could be something as simple as adding a custom battery meter and some slight image changes to different parts of the layout of the OS (example changing colors of different pieces of the OS) to more advanced things like adding new options to the OS that didn't exist before, overall theme (visual changes) and behind the scene coding changes to hack or modify things away from Google's original setup.

When you start talking about other devices away from the Pure Google Nexus phones, you have another factor to deal with like Samsung's "Touch Wiz" or HTC's "Sense" user interface which is in a sense another skin laid on top of the vanilla Google OS. In case of those types it usually involves their own custom style of launcher and various visual changes throughout the device along with what the carrier/manufacture includes in bloatware...

No. and yes. On a nexus, custom roms are modified versions of the stock rom. On HTC ense devices for example, a ROM like Das Bamf is a modified version of the sense overlay which is a oem skin.
 
Technically, yeah I guess. OEM skins aren't really skins. They are pulled from AOSP just like custom ROMs are. So I guess you could make that argument.

Usually though when we talk about custom ROMs we're specifically talking about ROM's built from source, modified version of the stock oem ROM or modified versions of other custom ROMs by people other than OEMs and Google.

I'd have to say that it depends on the custom ROM... for the most part MOST AOSP ROM's should be the same or something very, very close to the OEM... but something like a Sense ROM, or Motoblur will be NOTHING like the OEM skin.

We are just starting to see custom ROM's for the GN.
 
The Devs are doing a great job at keeping the stock feel while adding some nice features that don't interfere. That's usually the feeling I get with Blur, sense etc. Granted these are individuals and not companies. Even sharing their source they can only get so far.
And OEM skins include tons of apks and add ons. Most you'll get is a ROM control apk in aosp ROMs.

I'm done flashing until CM9 drops.

Yeah right.
