Stumbled across an issue yesterday trying to rate an app:
I no longer have the "stars" that you used to click to rate an app; there doesn't appear to be any way to rate or review an app.
Searching Google Play Help forum, I found that this problem isn't exactly unique, and it's been going on for a while:

The consensus seems to be that it's related to the *first install*, but it doesn't appear that there's any desire/motivation on Google's part to fix this. I think this in large part because there's not a lot of publicity on it. I'd love to see a fix, or at least some publicity.
