Is it possable to set up 1 Samsung galaxy tab 4 and clone 9 other tablets off it?

We just had someone donate 10 Samsung galaxy 4 tablets to my volunteer fire department. I was asked to get them set up but the thought of setting up, downloading all the apps, and logging in all the apps for all 10 seems a little much. Is there an easier way? Thanks for the help!
 
It might be possible with some kind of mobile device management software, but that generally will cost, though Google itself may have something.

Something to consider - if these are, in fact, the older Galaxy Tab 4 devices there's good reason those devices were donated. They're quite old (5 years) and the latest OS they run is 4.4.2, which is either the oldest OS supported for Play Services, or one version newer. What does that mean? If they don't lose support for app installs from the Play Store this year, it's possible it could happen next year. App developers may also not support such an old OS as time goes on, especially for new features.

I realize they were donated and you want to make use of them, and it was quite kind of whomever donated them to have done so, but just making you aware that you could put hours of work into setting them up only to possibly lose use of them rather quickly.
