Is it possible Block all except Contacts?

My phone; Nexus 4 on Lollipop latest version.

Is there a way to Block All incoming Texts and Phone Calls except for the numbers in my Contacts? Either through stock Lollipop or third party App??

It's just a matter of setting up the call blocker app correctly.

The only option that I'm seeing is to collect to infinity every spam Text number or Spam phone call number, add to infinity all these spam numbers to your contacts then Ignore them, it feels as if Google is contriving with Text Spammers to make it impossible to Block the infinite quantity of Spam numbers.
