Is it possible to enable UBS Debugging on an HTC Desire through my PC?

I'm locked out of my phone and there's no way I can manually factory reset because the volume rockers are dead and the phone is locked with a passcode. I've tried everything. The phone is not rooted and USB Debuging is not enabled. Is there anything I can do through my Windows 7 PC to fix this?

Not without debugging enabled. It can only be enabled from within Android's Developer Settings. There is no external way to enable it.
