Is my note charging my USB thumb drive?

I plugged in a USB thumb drive in the notification field it said charging the device the USB drive was very hot.Screenshot_20200820-071311_One%20UI%20Home.jpeg
 
USB drives can get hot with normal read/write activity. The one I use in my car with my music library can get pretty hot even if I'm not actively playing anything from it.
 
Yes they can get pretty hot I just found it funny that it said it's charging connected device via USB or maybe I'm just having flashbacks of my first note which was the Note 7

I think that's just the default option. I don't think there's an option to connect with no activity at all, so the default connection that doesn't have a data connection is Charge Only (even if the USB device can't be charged).
 
It's powering it.
When you give something charge, you're giving it power.

You're correct, the USB drive is powered by the phone, but it isn't charging per se (i.e., there's no battery in the drive).
