Is my phones camera acting up or is this normal?

my zoom is all goofy, when i get close to stuff and tap the screen it WILL zoom in and get clear then it goes back to being blurry and zoomed out, once and a while it does zoom in as you will see in the video, but most of the time it doesnt..

does this happen with everyone?

That's your autofocus. Sometimes when it's too close to something it'll keep auto-focusing.
Try moving back or moving the phone a bit.

but it does focus in, but then it un focuses...

I was having this problem too. Cleaning my lens--just a quick wipe with a microfiber cloth--fixed it.
