Is my PXL unlocked?

Recently received a Pixel XL, that was sold through Amazon and listed as Unlocked, the seller swears it's unlocked.
Last night I installed Android Q Beta and at start up and after sign in see a message that says, for full function unlock.
So, how can I tell if mine is unlocked or not, without asking a stranger to use their sim card! LOL
Or, if I remember correctly doesn't android sdk have an unlock function?

Unlocking the screen, unlocking the bootloader and unlocking the carrier are all different. If the phone was originally a Verizon phone (bought from Verizon) then it may be bootloader-locked, but it should still be carrier-unlocked.

The message you see on the screen is the secure startup, the phone will work right after boot for phone calls but nothing else until you unlock it using a PIN (which unlocks the encryption). I believe this is the message you're seeing.
