Is "new account contract" mean "new customer" to the carrier service?

So right now i have a family plan with T-mobile but it's been over 2 years so my contract is over. Im just using the family plan without a contract right now. If i want to get a new phone like the myTouch 4G, which should I choose? New account contract? Renew / Upgrade my contract?

I'm kinda confused is the new account contract for new customer only? Or it refers to ppl who been using the same carrier but want a new contract with them? anyone knows?

renew i would guess but if its like other carriers youll get the new customer price on the phone
