Is "opt out of interest based ads" in Google settings on by default?

I believe that I've always been opted in to interest based ads in the Google settings app under "ads" but after looking through the setting the other day I noticed that the "opt out" slider was on on my Nexus 5. Could this be a new default setting from a recent update? Or maybe I checked and didn't know it? Do you guys mind checking your phones and letting me know if it's changed for you?
