Is the ability to video call integrated into ICS?

Is the ability to "video call" (facetime equilivent) integrated into ICS or will we have to depend on a third party app?

If you have an android phone you have google talk. Just like iPhone users can't facetime someone without an iPhone (or other suitable apple product).

Original video call is a 3G network feature. Ask your operator.

What about Skype or Google+ Hangouts? They're both cross-platform.
