Is the bottom lens supposed to be the 3x?

So, after doing a finger cover test, this is what I come up with.... Is the bottom lense supposed to. Be used for telephoto at all? Or just portrait?

Okay, to clear up any confusion, I figured it out. In less than ideal conditions, the telephoto lens will switch from the bottom Optical lens to the center main camera lens that is cropped to make it appear that it is zoomed in three times
