Is the new ATT data plan for iPhones only?

So I was in the ATT store the other day with my aunt who bought herself an iPhone. As she was activating it, the rep said that in a few days they would up the data cap to 4gb. I asked him about the Captivate and he said it too. Well I have now noticed on the net where people are saying that when the text *data#, they now have 4028mb (give or take a few). But when I text, it is still 2gb. Even when I log into my account, only option for 2gb

Sounds like some confusion with the tethering plans, which give you 4gb but you have to pay $45 a month to get it (which is also what you pay if you go over the 2gb cap). That's the only thing I can find about upping the data cap.
