Is the Wifi update to Jelly Bean a work around?

Is Google doing the Jelly Bean update via wifi as a work around to VZW dragging it's feet for approving it to go out as an OTA?
 
Verizon approved the update and released documentation about it. They made it Wi-Fi only to avoid everyone suddenly downloading the large update over their mobile network. The update was released on the iPhone 5 launch day and I'm sure they wouldn't want to bog down their 4G network even more that day. Presumably the OTA will be available over their mobile network in the next week or so.
