I have a one year old Desire 816 which has been pretty functional up until recently. I can't install/update apps because of the low space. I have external storage of 32GB. Is there way I can create space without necessarily rooting the phone?

If you can move some of those apps to the SD card, it will save some room. Also if you have any apps that you've gone through and disabled, you can clear the local data from them (think like game saves/settings) and uninstall any updates that have come down before they were disabled.

If you've already done all that, and still are out of room, it may be time to either cut back on the apps that you use (switch to their website versions) or outright stop using them. If THAT doesn't work, see what space you need, and find a device that has that room that can fit in your budget and upgrade to it.

I looked up your Desire 816 (Virgin Mobile right??), and it only has 8gb internal storage. That is very tight by ANY standards. My Galaxy tab S (16gb) runs a little tight on space too.
