When I swipe down to open notifications, swipe down again to see the expanded settings toggles. There is a toggle for mobile data

Probably. Some carriers remove it.

On my at&t S7 I have to open a pre-installed app Usage Manager which houses the toggle for Mobile Data.

I'm not seeing this at all and I am on ATT and there isn't an Usage Manager app. This is so strange.

Pulling the settings down from the top. First Line says "Connections". Tap that. Go down to Data Usage and tap that. My ATT phone has it

As stated previously some carriers remove it. If you aren't seeing it that is probably why.

I'm not seeing anything showing the word "Connections" and I'm on AT&T.
