Is there a developer edition for this phone or is the bootloader unlockable?

The bootloader is not unlockable, however you can get a custom recovery on it and install ROMS, root, etc. Development seems pretty good so far as both AOKP and CM ROMS along with others are available.

how can you do that without unlocking the bootloader? Do you just need root to do that? If so, then what is the benefit of unlocking the bootloader?

The bootloader can be penetrated via a custom recovery that has the Loki hack (TWRP or CWM). With these, basically for all intents and purposes, the G2's bootloader is unlocked.
