Is there a native support for VOIP calls within Samsung Galaxy Note 4?

Is it possible to configure Samsung Galaxy Note 4 to do VOIP calls without installing any application?

Well you're going to have to use some application. You can use hangouts/Google voice if you want to stick to Google products.

The only builtin way otherwise is if your provider supports wifi-calling, like TMO and I think Sprint. But that requires WiFi of course, not strictly VOIP.
